IBM wagers on cloud-based testing and development

There are many things, theoretically, one can do on a cloud.  E-mail, for one.  IBM, meanwhile is putting their chips on two areas: testing and development, as evidenced by the release of two new products.  The products enable the transition of these tasks to the cloud.
